The Ministry of Social Security has provided for the first time the official and detailed data on the Minimum Vital Income (IMV), the non-contributory benefit intended for households or beneficiaries with a low level of income or dependent minors. The public subsidy is distributed unevenly throughout Spanish territory and to date, its presence is focused in the south. The benefit reaches 176,550 Andalusian homes, 8% of all homes in the autonomy. This balance doubles the national average, where aid reaches 4.3% of families.

It is the first time that data on IMV beneficiaries has been known since the benefit was launched in 2020. In total, the number of people receiving the benefits amounted to almost 1.7 million people and 557,00 households in total.

Now it comes to light that the most impoverished regions that require greater state support through this aid are those in the southern half of the country. Along with Andalusia, In Murcia, 5.8% of households receive the IMV; same rate as in Extremadura. The families that receive the subsidy in the autonomous cities of Ceuta and Melilla are around 12%, almost tripling the national rate.

The effort made by Social Security, which already distributes more than 3.5 billion annually to families through the IMV, is especially focused on Andalusia. Because of its geographical and demographic dimension, but also because of its socioeconomic condition. This region accounts for practically a third of the households that receive either of the two aids, and the number of people who benefit from the aid is 545,000.

Within the region itself, Jaén is the province that stands out negatively, 8.05% of Jaén households receive the IMV. It has an unemployment rate of 19% which has managed to improve and no longer leads the black list of Andalusian unemployment.

By type of aid, there are 376,330 benefits with the Childhood Aid Complement (API). Likewise, in 371,078 of the cases the holder of the benefit has been a woman and in 186,327 cases they have been men.

Expand coverage

Although that may not be the main reason for receiving more help. Social Security focused on the percentage of people or households that have not received the benefit, despite meeting the conditions for it: This is what is known as the non-take-up rate.. The imbalance in the tax data prepared by the Tax Agency makes it difficult to estimate potential beneficiaries. Social Security, in this sense, admits that the IMV has sufficient potential to cover more beneficiaries and it is marked as one of the great challenges.

Until now, the most recent non-coverage rate accepted by the Ministry of Social Security is that of the report prepared by the Independent Authority for Fiscal Responsibility (AIReF). In June 2023, they estimated that six out of every ten households were left out of the benefit. “It is not reaching all the people who may be eligible or may receive the benefit,” admit sources from the Ministry, who also indicate that the improvement in employment could have modified this balance.

“Almost 470,000 households with the right to receive the IMV, 58% of the total, did not request it in 2022, and 69% of the applications were denied. 284,000 households did request it, 35% of the 800,000 households that could receive it” , AIReF said in June 2023.

They will reform aid

The Secretary of State for Social Security and Pensions, Borja Suárez, and the General Secretary of Inclusion, Mónica Martínez-Bravo, held a meeting this week with employers and unions to analyze possible improvements in the benefit.

Sources from the Ministry indicated that one of the formulas they are working on consists of “strengthening collaboration between Sepe and the National Social Security Institute” to facilitate access to the IMV for people receiving ordinary subsidies who could be candidates for this benefit. There are people that conclude their unemployment benefits and meet the conditions to apply for the IMV, but do not make this transition.

The unemployment benefit reform that did not go ahead because Congress refused to validate the decree-law contained a provision in this sense, and now, the Ministry and social agents are working to expedite this transition that will be addressed soon at a social dialogue table. own.
