Deputy Gorelkin called for legalizing cryptocurrency mining – Kommersant


State Duma Deputy Anton Gorelkin said that the crypto market in Russia, under the conditions of sanctions after the start of the special operation, demonstrates good survival and at the same time is not regulated in any way. In this regard, he called for the legalization of mining and the decriminalization of cryptocurrency transactions.

“As we see, the stage of acceptance is steadily approaching, and no one is talking about the need to ban cryptocurrencies. It is clear that we still have a long way to go before the emergence of a full-fledged national cryptoinfrastructure. Most likely, you should forget about this until the end of the SVO. And since cryptocurrencies are with us seriously and for a long time, it’s time to start solving internal problems,” Mr. Gorelkin wrote in Telegram channel.

Anton Gorelkin drew attention to data Central Bank, according to which in 2023 the volume of bitcoin and ether flows on the largest crypto exchanges, potentially coming from Russians, is estimated at 4.78 trillion rubles. Thus, the deputy believes, the Central Bank recognized the high level of involvement of Russians in the crypto-asset market.

Amendments legalizing cryptocurrency mining in Russia were introduced to the State Duma in November 2022. They involve a mechanism for the sale of digital currency by miners, and also prohibit its advertising or offering to an unlimited number of people. The mined cryptocurrency can be sold on foreign platforms “without using Russian information infrastructure.” Ministry of Energy offered recognize mining as an economic activity and establish an OKVED industrial code for enterprises mining cryptocurrency.

Meanwhile, in February, the Central Bank recommended that banks minimize participation in transactions with digital currencies. The regulator believes that such operations are associated with high risks, not only financial, but also of involvement in illegal activities of money laundering and terrorist financing.
