Details of urban transformation in Istanbul have emerged: Will rent support be provided?

Urban transformation works are continuing due to the expected major earthquake in Istanbul.
The government is also taking action for the construction of new buildings.
According to the news in Sabah, the Ministry of Environment, Urbanization and Climate Change and the AK Party group started working on the new urban transformation bill.
The proposal will take its final form and be brought to the agenda of the Parliament in the coming days. With the enactment of the law, it is aimed to accelerate the transformation in Istanbul.
ZONING PROBLEM
There are problems related to development, especially in some districts of Istanbul. It has been determined that buildings have been built in the past in a significant part of the areas that are closed to development, reserved for purposes such as schools, gyms and parks.
It is stated that nearly 10 percent of the buildings in the districts of Istanbul are on areas that are closed to construction.
Since these areas are closed to development, buildings that are not resistant to earthquakes cannot be demolished and new ones built. The people living in the buildings are not willing to transform because they cannot get a license.
LOW INTEREST AND AFFORDABLE INSTALLMENT OPPORTUNITIES WILL BE PROVIDED
Within the scope of the law, this problem will be solved as a priority. For those who have a house in areas that are closed to development, housing will be provided in reserve areas for a certain fee.
Citizens will be provided with low interest and affordable installment opportunities for the house in the reserve area.
Demolished houses in areas closed to construction will not be replaced by new ones. These places will either be used for their intended purpose or will be turned into green areas and parks. Thus, the city will also be relieved.
In the current urban transformation legislation, there is no problem with the demolition of risky buildings. The problem arises during the construction phase of the demolished building.
IT WAS CONCLUDED THAT IT WAS CONTRARY TO PROPERTY RIGHTS
For example, in the municipality application for the license of a new building, the consent and signature of all owners is required. Since no consensus can be reached, things drag on longer and longer.
It is considered that a two-thirds majority requirement will be required for decisions at every stage of the transformation. At first, it was thought that this would be done with a simple majority, but it was concluded that it might be contrary to the Constitution’s right to property.
WILL RENTAL SUPPORT BE GIVEN?
It is also planned to increase the rental assistance provided to those who give their homes to urban transformation.
It is thought that many people do not favor urban transformation due to rents, and with the increase in rental assistance, the number of people who will renew their buildings will increase.
A directorate for urban transformation will be established within the Ministry of Environment and Urbanization. Many general directorates will be created under it, from land production to income-generating operations.
