The government will create a parallel import commission for foreign patents


The Russian government has ordered the creation of a special commission that will issue permits for the use of foreign intellectual property products without the consent of their copyright holders. Writes about this RBC with a link to the document.

Issue permission to use intellectual property at the request of companies in which the state or Russian citizens own a share of 75% or more, if the copyright holder refuses or there is no response from him. Patent holders, the document said, will receive notice of the decision as soon as possible and will receive “proportionate compensation.”

The publication clarifies that in February the commission was ordered to be created by Russian President Vladimir Putin. The beginning of its formation was confirmed to RBC by the Ministry of Economy. The commission will include representatives of the Ministry of Economy, the Ministry of Industry and Trade, the Federal Antimonopoly Service and Rospatent.

Deputy head of the Ministry of Industry and Trade Vasily Osmakov told the publication that the creation of the commission would be one of the ways to achieve Russia’s technological sovereignty. According to him, for Russian manufacturers the mechanism will become a simple and understandable protection against the risks of cessation of supplies and denial of licenses by foreign copyright holders.
