«Bologna is a positive model», says the Minister of Labor, Marina Elvira Calderone. The population aged 0-14 in the Municipality of Bologna increased by 25.9% between 2003 and 2023, while the older population (over 65 years) decreased by 3.4%. The growth of young people is also high, but more limited, for the entire metropolitan city (+17.3%), which exceeds Emilia-Romagna (+14%) and the North-East (+3%). The Italian average, however, is “in the red”, because between 2003 and 2023 the younger population decreased by 9.8% and the elderly increased by 30.6%. Bologna and its territory “also show a very positive working context”, says the research, with employment rates in the city exceeding 70%, a “purely physiological” level of unemployment around 3%, and a number of inactive people it is ten points lower than the national figure (24.7% against 34.5%). Another interesting fact is that the metropolitan city of Bologna has an added value per employee (the wealth produced) of 68,427 euros, compared to 64,778 euros in the region and 60,195 euros for the national average. But above all, the 36 billion euros of added value produced at a metropolitan level are growing by 0.8% between 2010 and 2020, against overall declines in the region (-1.4%), at the North-East level (-2 .5%) and also in Italy (-6.9%).

Lepore: “We need a national housing policy”

A positive photograph praised both by the general secretary of Censis Giuseppe De Rita (“Bologna is a more advanced and sophisticated reality in the Italian panorama”), and by Cardinal Matteo Zuppi, according to whom Bologna “is an extraordinary and particular territory, which precisely because this has an additional responsibility”, because today it must live up to “a history of concertation which has been an added value, in an area where the social partners have discussed and not clashed, with an underlying concern which is the common good”. «Bologna is a positive model, compared to national data the indicators say a lot – agrees Minister Calderone – The number of young people is growing here and at the same time there is generational turnover taking place, with a job market that shows a lot of dynamism and opportunities employment”. But this also means that there are territories from which people flee “because they don’t have opportunities”. «The absence of a housing policy undermines the competitiveness of our country – adds Lepore – There are new residents who have high spending capacity, then there are all the others, who find themselves crushed between short-term rentals, tourism and new wage earners.” And this requires “that companies take responsibility for it”, urges the mayor: “We need to strike a blow together on housing at a national level, because in Bologna we put 230 million in the housing sector and we are making 50 million in debt to build houses, but we will make a few hundred.
