The Federal Antimonopoly Service (FAS) considers it necessary to expand parallel imports to all categories of goods, said the head of the service Maxim Shaskolsky, writes TASS.

In the summer of 2022, Shaskolsky will also spoke for extending parallel imports to all categories of goods. The service, according to him, “wanted and wants” to establish a parallel import mechanism “for everything in general and to establish the international principle of exhaustion of rights on the territory of our country.”

“Otherwise, we will continue to live in a situation where copyright holders and distributors set monopoly high prices,” Shaskolsky said at the time.

At the same time, relying on the position of the Ministry of Industry and Trade of the Russian Federation, he proposed to temporarily exclude from such imports those enterprises that localized production, built a plant, invested money and ensured the supply of goods.

In Russia legalized parallel imports in spring 2022. Parallel imports are the importation of original goods into the country by persons who do not have documented consent from the right holder to import goods. Products are not imported through an accredited distributor, but through alternative channels. According to the law, for parallel imports, the importing company must pay compensation to the right holder in the amount of up to 5 million rubles, and the goods must be destroyed.
