Winemakers will be allowed to build hotels in their vineyards. But only not higher than two floors and provided that winemaking remains the main type of business. The parameters of “wine” tourism and this concept itself are spelled out in the new bill. The government supported it in the first reading, but with modifications, writes RBC. Market participants themselves say that the main point in the document is the removal of the taboo on construction on agricultural lands, noted Kira Efimova, a member of the board of the Association of Winegrowers and Winemakers of Sevastopol, as well as the founder of the Le K2 project: “This is already a tectonic shift in the paradigm in which a veto was imposed on construction on agricultural land.

If we are now talking about the possibility of construction, this is already a lot. Winemakers, in principle, did not have the opportunity to legally accommodate guests; some built glamping sites, others built additions to the winery. Now we will form civilized “wine” tourism in the country, we will come to what we see now in Europe.”

The bill provides for a 70% to 30% ratio. That is, hotel services will only be able to be provided by those enterprises that derive the majority of their income from agriculture. But winemakers also expect steps forward from the state; they need help with infrastructure and permission to advertise drinks, explained the head of the Wine Guide of Russia Olesya Bunyaeva: “When something is enshrined in law, the region has the opportunity to provide funding for development. For example, to make roads that lead to certain wineries. There is a wine village in Anapa that needs infrastructure support from the state.

Perhaps this initiative will help in the field of advertising, which is still very strictly regulated. That is, you cannot promote alcohol, but perhaps there will be banners with information about the terroir, vineyards, some kind of tourism potential, for example, a wedding, birthday or party in the vineyards, without reference to the topic of alcohol consumption. This is also a small opportunity for producers to promote their enterprise, and perhaps all this will help small winemakers get on retail shelves.”

The Krasnodar Territory is considered the largest wine region in Russia. About 30 wineries are now available for visiting there, and the most visited ethno-resort in the region, Abrau-Durso, receives about 500 thousand guests a year. But industry players are trying to develop small wineries that produce less than 5 thousand bottles per year, and here one hotel is not enough. It is necessary to build a whole range of services, noted Leonid Popovich, director of the World Wine Tourism Organization for Russia:

“All wine tourism is concentrated in the south of Russia, in Krasnodar, Rostov-on-Don, Stavropol, Crimea and Dagestan. Due to the lack of planes, we expected a decline in “wine” tourists, but we were wrong. Last year, these enterprises were visited by about 2-2.5 million people. And they, naturally, bring money. The new law should work specifically for small wineries with vineyards measuring 15-30 hectares. Large enterprises, such as Kuban-Vino, will find where to build tourism infrastructure.

Infrastructure means places to eat, parking, excursion services both inside and around the enterprise, the creation of some art objects and, of course, a hotel. Wine tourism is associated with tasting, and tasting is ultimately alcohol, after drinking which you cannot drive.”

In Russia, tourist groups began to be taken to wineries a little more than ten years ago. But in Europe this area is quite well developed. In Italy, for example, about a quarter of the income from the sale of wine comes through such tourism. In Germany, the turnover of such businesses reaches €5.5 billion annually. 85% of German wineries have special tourism programs.
