How do Ukrainians want to see their country in the future?

August 23, 2023

At the beginning of August, Economic Truth together with the company
MasterCard launched a joint vote among our citizens about the dreamed future of the country. We asked seven questions to find out what changes Ukrainians expect and what development they seek in the economy, state-building, education, etc. On the eve of Independence Day, we are sharing the results of the poll, to which more than 22,000 people joined.

Ukraine of the future – what is it like?

First of all, Ukrainians want to see their country economically strong. Yes, the majority of respondents believe that our country should be modern, economically developed and provide all citizens with a decent standard of living. The second most popular was the statement that the Ukraine of the future is a strong military state that can defend its territorial integrity at any moment. Ukrainians also believe in the powerful technological and tourism potential of their country.

Ukraine is digital

Today more than 19 million people use the Diya application, which collects digital documents and data from registers. In addition, every month, hundreds of thousands of citizens choose to receive government services online instead of queuing in administrative service centers. Therefore, it is not surprising that the voting results confirm the country’s course towards digitalization. 84% of respondents say they are open to innovation and would prefer to handle all administrative issues online, while 16% still prefer offline interactions.

Do you see Ukraine as a digital state in the future, in which any administrative issues can be resolved online?

84%

So. I am open to innovation, I value my time, and I will be comfortable solving all the necessary questions online

16%

No. I prefer offline interactions and consider digital services only as an additional option

Artificial intelligence in public services

And what about artificial intelligence: do Ukrainians consider it appropriate that part of the processes currently performed by civil servants should be automated and carried out with the help of AI?

6 out of 10 respondents are ready for such innovations – 37% are sure that in this way they will be able to receive all the necessary services and answers to questions 24/7, and another 23% – that artificial intelligence, first of all, will allow making unbiased decisions based on data analysis the applicant

Do you think it is appropriate that part of the processes currently performed by public servants should be carried out with the help of artificial intelligence?

37%

Yes, it will allow you to receive all the necessary services and answers to questions 24/7

31%

No, situations are different and sometimes when making decisions, individual factors of the applicant must be taken into account, which artificial intelligence cannot do

23%

Yes, AI will allow unbiased decisions to be made based on an analysis of the applicant’s data

9%

It is not important to me, I am ready to adapt to any innovations

Life without cash

Today, the progressive countries of the world are getting closer and closer to the future without cash, but so far there is not one that would abandon cash payments completely. And would the Ukrainians be ready for this? Half of the respondents are already in the cashless trend – 28% are ready to completely abandon cash and pay for most purchases without cash, and another 23% are ready to completely switch to cashless payments with further development of the payment infrastructure. A third still want a cash alternative just in case.

Are you ready to switch to a cashless lifestyle?

A new approach to education

89% citizens plan to continue to live and build their future in Ukraine. We are sure that many are already actively thinking about their contribution to the reconstruction of the country, as well as whether the skills available today are enough for this. It is possible that the need for faster acquisition of the necessary new knowledge and skills that will benefit the post-war recovery of Ukraine will become the driver of a change in the approach to education, when knowledge of a specific specialty will be concisely and thoroughly provided, or in general informal education in the form of courses, lectures , seminars will become official. By the way, about 8 million people study in this way in the USA.

Ukrainians are ready to rethink the format of education. Almost 70% believe that the recognition of non-formal education will only be beneficial, but some professions will still require classical higher education.

How do you feel about non-formal education replacing years of study in institutions of higher education?

50%

In general, I agree, but it depends on the professions that will be obtained in this way

31%

Against. I believe that one cannot become a highly qualified specialist without a full-fledged higher education

19%

I believe that this is advisable, as it saves time, and it is better to immediately consolidate theoretical knowledge with practice

An inclusive country

A comfortable life in all corners of our country should be available to everyone, and this applies not only to convenient movement in the city infrastructure. According to the Ukrainians who participated in our vote, inclusiveness is one of the components of the foundation of the post-war future. And 8 out of 10 respondents support this approach.

Do you think that the reconstruction of Ukraine should be based on the principles of inclusiveness?

86%

I support The Ukraine of the future is a country of equal opportunities and an inclusive society open to everyone

14%

I think that it is not on time. Ukraine will have higher priority tasks

Caring for the environment

Ukrainians support the course of ecological and careful attitude to the environment. At the same time, 65% of respondents believe that everyone can make an important contribution to this, while 27% are sure that changes should take place primarily at the state level. For 7% of respondents, this issue is not fundamental, but if the state will continue to move along this path, they are ready to join.

Do you want Ukraine to follow the path of sustainable development and careful treatment of natural resources?

65%

Yes, I fully support and believe that everyone can make an important contribution (sorting garbage, protecting the environment, buying products from recycled materials, etc.)

27%

Yes, but I believe that changes should take place, first of all, at the state level

7%

Not fundamentally, but if the state continues to move along this path, I am ready to join

On completion

Despite the full-scale war, Ukrainians continue to believe in the bright future of their economically and technologically strong country. They are open to innovation and ready for change, as evidenced by the majority of “yes” answers to questions about, say, cashless experiments, new eco-habits, or the introduction of artificial intelligence. No idea or proposal received a hundred percent “no”. was “maybe, but you have to figure it out” or “yes, but explanations are needed”. And this is a very good indicator. This means that we do not push away any opportunities, and therefore we are looking for ways to make Ukraine better. And we are definitely ready for new dreams.
