TURIN – Driving license bonuses also for non-EU citizens. The money needed to help obtain permits to drive specially designed vehicles, pushing more and more people towards the profession of road hauliers, must also be made available to non-EU resident citizens who request it. A Turin court ruling forces the Ministry of Transport, led by Matteo Salvini, to modify a 2021 decree regarding the “driving license bonus” for foreign citizens. Sentence that defines Minister Salvini’s behavior as “discriminatory” because he reserves the contribution only to Italian and European citizens. And not to those from outside the EU.

The Association for legal studies on immigration supported an appeal presented in the Piedmontese capital by an Ecuadorian citizen. The “bonus” is a contribution that allows hauliers to obtain a refund – 80% of the expense up to a maximum of 2,500 euros – the expenses incurred to acquire the professional driving license and for heavy vehicles: C, D, CE, DE and CQC (Driver Qualification Card). Category A and B for motorcycles and cars are therefore excluded. The Association, claiming that the provision is “illegitimate and unjustified”, turned to the ministry: a dispute arose which was closed in Turin with “the modification of the decree. Not only has the Ecuadorian acquired the right to reimbursement of driving school expenses, but “the requirement of Italian and European citizenship has been eliminated”. Also for 2024 the government has made a fund available which allows only Italian and European citizens aged between 18 and 35 until the Turin ruling to obtain the contribution to obtain a driving permit.
