The head of the Ministry of Industry and Trade, Denis Manturov, said that the authorities are preparing a program to support industrial enterprises affected by shelling. According to him, this program will soon be considered by the government.

“We are now preparing a separate program, we will consider it in the government, in terms of targeted support measures to compensate for the costs of restoring those capacities, those production areas that suffered from attacks by Ukrainians on our industrial enterprises,” Denis Manturov said at SPIEF.

By data “Kommersant”, only in April, the damage to companies from the border Belgorod and Kursk regions that suffered from shelling, which could not receive compensation from insurers for real estate and equipment, exceeded 1.5 billion rubles.

In April the government announced the possibility of providing small and medium-sized enterprises affected by the shelling with preferential microloans in state microfinance organizations. In May, Deputy Governor of the Belgorod Region Dmitry Gladsky informedthat in 2023, 2.4 billion rubles will be spent to support business in the region.

Prior to this, the government took measures to support Belgorod business in February: then entrepreneurs from the border areas were given the opportunity to defer taxes and fees. Businesses affected by the shelling, as well as businesses whose consumer market revenues have fallen by more than 30% since February 2022, are eligible for benefits. Boris Titov, the Commissioner under the President of Russia for the protection of the rights of entrepreneurs, proposed creating a unified register of enterprises affected by hostilities.
