The authorities intend to tighten the conditions for migrants to stay in Russia. For regulation, a target set may be introduced, and the terms of contracts are planned to be limited to two years. Izvestia writes about such ideas from the Ministry of Labor; the bill is already ready. According to the plan, the priority will be an organized targeted recruitment of workers for two years. This is enough to work on the project, the department believes. And then the employer will be able to use this mechanism again, while the targeted recruitment will be handled by a special company.
What does business think about this? Ivan Andrievsky, Chairman of the Board of Directors of the engineering company 2K, believes that such standards will only do harm: “The policy of industrial and civil construction in the Russian Federation involves attracting a fairly large flow of migrants. Complicating this policy in connection with terrorist attacks is a completely logical step, but it should be such that it does not impede the flow, but increases it.
We need quite a lot of people, their shortage is constantly being determined. In order to properly respond to current negative situations in the form of terrorist attacks, it is necessary not to stop this flow, but to manage it correctly. In practice, two years may not be sufficient time to complete the project. Because usually a large project, which usually requires a thousand people, lasts from two to four years, and two years are small and medium-sized projects. Therefore, it is unclear where this figure came from.”
The authorities have been trying to deal with the targeted recruitment of migrants for about 20 years, and all have been unsuccessful, noted Sergei Boldyrev, director of the international Labor Migration Alliance. According to him, the problem needs to be solved, but only comprehensively: “There was a pilot project with Uzbekistan on organized recruitment, but with COVID-19 it was successfully stopped; what the results were is not very clear.
It is necessary to have a competent and understandable approach, taking into account the complexity, it must take into account the entire range of issues. That is, you cannot talk about organized recruitment and forget about adaptation. There are many aspects here: economic, political, social, and cultural. If you concentrate on one thing and miss some nuances, then it will definitely be a failure again.”
If migrants do not work according to their profile, they may be forced to leave the country, the bill says. The idea of the Ministry of Labor has already been supported in the State Duma and they hastened to supplement the norms with mandatory fingerprinting. Meanwhile, Prosecutor General Igor Krasnov said that the number of crimes committed by migrants increased by 75% in 2023, to almost 22 thousand.
