Putin signed a law on the right of regions to limit the operation of nalivoks

Russian President Vladimir Putin signed law to expand the powers of regions in the fight against “nalivayki”. We are talking about catering establishments in or near apartment buildings that sell alcohol at night, which retail stores are prohibited from doing.

The law gives regions the right to introduce restrictions on the sale of alcohol at catering points in apartment buildings and in adjacent areas. Subjects of the Russian Federation will be able to establish that among public catering facilities, only restaurants, bars, cafes and buffets can sell low-alcohol products. Regional authorities will also be able to limit the hours of alcohol sales in catering establishments in apartment buildings and in adjacent areas. The ban cannot be extended only to restaurants.

The law also exempts alcohol retailers from the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions from liability until 2025 for violations in accounting for the turnover of alcoholic products and failure to provide information to the Unified State Automated Information System.

The law will come into force on April 1, 2024. The provisions on liability in new regions come into force on the date of official publication and apply to legal relations arising from January 1, 2024.
