The recycling fee for cars, light commercial vehicles (LCV) and buses imported into Russia for resale will increase by 1.7–3.7 times from August 1, 2023. The changes will not affect citizens who import a car for their own use and do not plan to make money on its resale. About it “Interfax” said the head of the Ministry of Industry and Trade Denis Manturov.
Denis Manturov noted that there is a multiple increase in car imports to Russia. So, in the first half of 2023, more than 450 thousand cars were imported, half of which are used. This is three times more than in the same period last year. The minister noted that indexation will not affect individuals importing cars with an engine of up to 3 liters for personal use. For them, a preferential tariff will continue to operate – 3.4 thousand rubles. for cars up to three years and 5.2 thousand rubles. for cars older than three years.
“We took into account the practice that has developed in a number of regions, especially in the Far East, when citizens import a car for their own use and do not plan to make money on its resale. They will not be affected by the changes. The salvage fee rate for them will remain the same – from 3.4 thousand to 5.2 thousand rubles,” said Mr. Manturov.
On average, the scrap rate will be indexed 1.7–3.7 times for cars, 2.5–3.4 times for light commercial vehicles, and 1.7 times for trucks. The utility fee for buses will increase by an average of 2.2-4.8 times, for electric buses – by 8.7 times.
The day before, the Federation Council supported the idea of AvtoVAZ to increase the scrap fee for cars that will be resold within three years after import. As Kommersant wrote, dealers indicate that in the end, the end consumer will pay for the increase in waste collection. At the same time, cars are already becoming more expensive due to the weakening of the ruble.
