Social bonus for electricity bills, stop to extraordinary discounts

The taps of the extraordinary contribution that integrated the traditional social bonus for families in economic difficulty are turning off due to the rise in energy prices recorded since the Russian invasion of Ukraine.
The “extraordinary” part of the bonus arrived in 2023 and it was ultimately the Budget law that extended its scope. To ferry it until the first quarter of 2024, no later: therefore, it ends on April 1st.
To get an idea of how much the electricity bonus might be worth, you can turn to a hearing from the president of Arera, Stefano Besseghini, who quantified it as follows a couple of days ago: “In 2024 the electricity bonus (including the extraordinary component foreseen by the Legislator for the first quarter) will be worth from 218 euros (for a family with 2 members) to 315 euros (for families with more than 4 members)”.
How it works and who is it for?
In fact, it is Arera that defines the electricity social bonus, with a mechanism that takes into account the number of families and provides an equal discount for each month. For example, with a monthly bonus of 15 euros and bimonthly electricity billing, you will automatically find a 30 euro discount on each bill. The bonus has two legs: it goes to citizens who have an ISEE below the threshold (therefore it is necessary to have presented the DSU to calculate the ISEE itself) or in the case of “serious health conditions” which involve the use of life-saving electro-medical equipment.
How much is it worth
Remaining only the ordinary contribution, these will be the bonus amounts starting from April 1st:
- Family unit made up of 1-2 members: the annual bill bonus will be 142.74 euros and the monthly bonus will be 11.7 euros;
- Family unit made up of 3-4 members: the annual bill bonus will be 183 euros and the monthly bonus will be 15 euros;
- Family unit made up of more than 4 members: the annual bill bonus will be 201.3 euros and the monthly bonus will be 16.5 euros.
How much is lost
To evaluate the discount that “vanishes” from April, it can be considered that the financing in the budget law was 200 million. The latest table published by Arera, regarding the extraordinary contribution for the first quarter of 2024, gives an idea of how much it weighed on each recipient. This was structured like this:
- Team of 1-2 members: Total extraordinary contribution 77.44 euros
- Team of 3-4 members: Total extraordinary contribution 102.83 euros
- Team of over 4 members: Total extraordinary contribution 113.75 euros
Physical discomfort
In the case of the bonus for physical discomfort, the taxpayer is entitled to a discount that varies based on consumption and power bands expressed in kW. In this case it is not necessary to have a specific ISEE, but you must submit an application to the Municipality where you live.
Who can access the Bonus?
For 2024, recap theAdnkronosfamilies with an ISEE not exceeding. will be able to access the electricity social bonus 9,530 euros. The limit more than doubles to 20,000 euros in the case of a family with 4 or more children.
Families with ISEE between 9,530 euros and 15 thousand euros (with fewer than 4 children among the members), however, can still benefit from the bonus with amounts equal to 80% of the ordinary ones, provided that 12 months have not yet passed since presentation of ISEE 2023.
