The industry in Russia is facing a record shortage of personnel, reported in a study by the Gaidar Institute. According to published data, in July 2023, 42% of industrial enterprises experienced a shortage of employees.
It is noted that this level of shortage of personnel has become the highest since 1996. “In the context of a record shortage of workers, hiring plans demonstrate the growing desire of enterprises to get rid of the shortage of personnel, but most likely do not reflect the full scale of the desires of enterprises forced to reckon with the meager opportunities of the Russian labor market,” the authors of the study explain. In addition, Gaidar Institute analysts conclude that the restructuring of Russian industry under the pressure of Western sanctions looks rather problematic in the dynamics of the first half of 2023. At the same time, we are talking not only about redistributing the load on existing capacities with a growing shortage of personnel, but also about reducing inventories and switching to Russian rather than Chinese components and equipment. Growth in investment in processing and public administration overcomes a significant decline in investment in mining and trade.
