The Government Commission on Legislative Activities did not support Senator Andrey Kutepov’s bill to reduce the cost of OSAGO for Russian cars. The senator proposed to reduce prices for cars with a localization level of 600 points. The government explained that the legislation does not provide for the definition of “localization of the production of a vehicle.”
As specified in the document, the Central Bank introduces “economically justified” limits on the base rates and coefficients of insurance rates, as well as the procedure for their application when determining the insurance premium under an OSAGO agreement. At the same time, compensation to certain categories of persons for paid or payable insurance premiums by raising insurance rates for other categories of policyholders is not allowed.
The government noted that the designated goal – increasing the demand for new cars – cannot be achieved by amending the current legislation, since “its goal is to protect the rights of victims to compensation for harm.” “There is no information on the existence of a connection between the level of localization and the harm caused in the accompanying materials to the bill,” the draft conclusion says (quoted by TASS).
In addition, the proposed initiative does not apply to other countries of the Eurasian Economic Union. “The bill does not comply with the Treaty on the Eurasian Economic Union, since it does not provide for the distribution of the methodology for calculating the values of the basic rates of insurance tariffs, depending on the level of localization of vehicle production, for products from other members of the Eurasian Economic Union,” the authorities added.
Mr. Kutepov paid attentionthat, according to the statistics of the Ministry of Internal Affairs, in 2022 there were 1.8 million violations related to the failure of the car owner to fulfill the obligation to insure his civil liability, while there was a “significant increase in tariffs”. He also sent a bill to the government to separate the terms of repair and delivery of spare parts until the end of 2024.
