The Ministry of Finance explained the decision to keep the personal income tax at the level of 13% for the departed Russians

The Ministry of Finance abandoned the idea of ​​raising the personal income tax rate for Russians who left by 30% due to fears of an increase in the outflow of personnel abroad and loss of taxes. This was stated by Deputy Finance Minister Alexei Sazanov at the St. Petersburg International Economic Forum (SPIEF), transmits Forbes.

According to him, with the introduction of a rate of 30%, companies where such employees work can begin to open branches abroad and employ them there.

“And then we will lose not only personal income tax, but also insurance premiums. Therefore, in order to avoid such an overflow of labor, we proposed a single rate for both residents and non-residents,” Sazanov explained.

On April 24, the government submitted a bill to the State Duma, according to which Russian companies must collect 30% of personal income tax on the income of workers who have gone abroad if they use the domestic segment of the Russian Internet or hardware and software and hardware. Then it was reported that such a rate would be applied in case of loss of tax residency. On the same day, the bill was withdrawn.

In May, the Ministry of Finance finalized the bill with amendments. Now the tax rate for them will be 13-15%, and not 30%, as previously proposed. Such employees will be taxed at the general rate, regardless of whether they are Russian tax residents or not. The norm on the rate of 13% (or 15% if the income exceeds 5 million rubles per year) for remote employees will apply to those working abroad both under an employment contract and under the GPC, Sazanov explained then.
