The Ministry of Finance lowered the estimate of dividend receipts to the budget in 2024 – to 650 billion rubles, should from materials for the draft federal budget, which Interfax reviewed.
For 2024, revenues in the form of dividends to the budget are projected to be 23% less than the amount that was included in the current budget for 2023 and the planning period 2024-2025 – 845.2 billion rubles.
The Ministry of Finance also lowered its dividend forecast for 2025 to RUB 585.1 billion. against 823.6 billion rubles. In 2026, revenues in the amount of 621.1 billion rubles are expected.
At the same time, the forecast for 2023, on the contrary, has increased. If the current budget included 544.1 billion rubles, then the materials for the draft budget for the next three years speak of 618.5 billion rubles. The main sources of income for the federal budget in terms of dividend receipts are “Gazprom“, “Transneft“, Sberbank and the non-public state holding Rosneftegaz.
On September 22, the government approved the federal budget bill for 2024 and for the planning period of 2025 and 2026. According to document, federal treasury revenues in 2024 will amount to 35 trillion rubles. (19.4% of GDP), expenses – 36.6 trillion rubles. (20.4% of GDP), respectively, the deficit is 1.6 trillion rubles. In 2025, revenues are planned at RUB 33.5 billion. (17.6% of GDP), in 2026 – 34.1 trillion rubles. (16.8% of GDP). Expenses will amount to 34.4 trillion (18.0% of GDP) and 35.6 trillion rubles. (17.6% of GDP) respectively. Thus, the budget for 2025 was formed with a deficit of 900 billion rubles, and in 2026 – 1.5 trillion rubles.
