The Ministry of Industry and Trade plans to expand the list of goods that are subject to labeling and include cosmetics, household chemicals and animal feed. Deputy Prime Minister and head of the Ministry of Industry and Trade Denis Manturov announced this at a meeting of the president with the cabinet of ministers.

“Today we can confidently say that the institution of labeling has taken place, and it has been put on stream. Now experiments are underway to expand it to, in particular, titanium products, rehabilitation products, and caviar. And in the near future we plan to extend the tool to optical fiber, electronics, drugs and animal feed, vegetable oils, cosmetics, household chemicals and a number of other product categories,” he said (quoted by “RIA News”).

The Deputy Prime Minister added that over the years the product labeling system has brought 471 billion rubles to the budget. new tax revenues. Currently it includes 16 product categories. The number of illegal goods, as Denis Manturov said, in these industries is decreasing: the share of counterfeit goods in perfumes has decreased by a quarter, among shoes it has become less by a third, among tires and tyres, by half.

According to Mr. Manturov, when planning the process of expanding the list of goods with markings, the Ministry of Industry and Trade is guided by the state of the market and the readiness of manufacturers to new rules. In 2021, the government obligated manufacturers to indicate on packaging the mark of market circulation (MTS) for goods that do not have EAEU regulations. Among them were animal feed and household chemicals. Business associations contacted to Prime Minister Mikhail Mishustin with a request to postpone the introduction of labeling requirements, since it could cause interruptions in the supply of goods.

At the meeting of the President with the Cabinet of Ministers, Denis Manturov also said that the Ministry of Industry and Trade and the Ministry of Digital Development are working on including the “Honest Sign” application among those required for pre-installation on smartphones. “This kind of tool of public control should be at hand for all Russians. You can download it for free in app stores. In addition, this summer the Honest Sign scanner was added to the State Services service. And we are now working with the Ministry of Digital Development to include the application in the list of programs for mandatory pre-installation on all phones imported into Russia,” said the Deputy Prime Minister (quoted from TASS).

From August 1, 2023 to July 31, 2024, the Ministry of Industry and Trade is conducting an all-Russian experiment to control the safety of goods through the “Honest Sign” labeling system. The need to strengthen control in the government was explained by the fact that the presence of permits does not guarantee the safety of products.
