The tax authorities rejected the bankruptcy of the general contractor of the Vostochny cosmodrome

The Kazan Production and Construction Association (PSO) and the Federal Tax Service for Tatarstan entered into a settlement agreement, according to which the tax service refuses to bankrupt the company, and it will have to repay 5 billion rubles. tax debt within 12 months. The conclusion of the agreement took place within the framework of the bankruptcy case of PSO Kazan, which is the general contractor for the construction of the second stage of the Vostochny cosmodrome. The Federal Tax Service filed a corresponding application at the end of 2022. Since last summer, the tax service and Kazan have been working to approve a settlement agreement.

According to the document, PSO “Kazan” will repay the principal debt monthly, as well as interest on the use of the remaining amount at the Central Bank refinancing rate of 16% per annum. The total amount of accrued interest should be about 240 million rubles.

The property of two enterprises was pledged to the Federal Tax Service: Kvart JSC, which produces rubber products from Kazan, and Ariada CJSC, a manufacturer of refrigeration equipment, from Mari El. These enterprises and the general director of PSO Kazan Ravil Ziganshin became guarantors under the settlement agreement.

PSO Kazan LLC is owned by former deputy of the State Council of Tatarstan Ravil Ziganshin. The company was involved in the construction of Universiade 2013 facilities, including the Kazan Arena stadium. For the 2018 World Cup, she built stadiums in Samara and Saransk. Since October 2018, PSO Kazan has been the general contractor for the construction of the second stage of the Vostochny Cosmodrome.

In 2018, the tax authorities already made claims against PSO Kazan: bankruptcy was avoided only after Mr. Ziganshin’s family guaranteed for debts of 1.9 billion rubles. and the parties entered into a settlement agreement. However, the Federal Tax Service did not report whether these debts were paid.
