Gujarat International Finance Tech-City (Gift City) Employees working in various companies may be eligible for an alcohol access permit. This liquor will be available only in the designated ‘Wine-and-Dine’ area inside GIFT City for two years. The state government has issued a gazette notification in this regard. According to the notification issued by the state home department, a person visiting GIFT City can obtain a temporary permit, which will be valid for only one day and an employee holding the liquor access permit will have to accompany him to the designated wine-and-dine area. It said that visitors can avail of new temporary permits if needed. The government had last week lifted the ban on liquor in the GIFT City area to ‘provide a global business environment’. According to the new rules, permits will be given to existing and new hotels, restaurants and clubs in GIFT City to provide ‘Wine and Dine’ facilities.

The notification states that the recommending officer will prepare a list of employees willing to obtain liquor access permit and send it to the authorized officer. The authorized officer will issue liquor access permit on the basis of approved list of employees and send the same to the recommending officer. It said that the permit holder must be at least 21 years of age and the permit will be issued for two years. The permit can be renewed for two years at a time. According to the gazette notification, the permit fee will be Rs 1,000 annually and if any person leaves the job of any company/organization/unit in GIFT City, his permit will be canceled immediately. According to the notification, if any unit located in GIFT City wants a liquor license, it will have to apply to the Superintendent of Prohibition and Excise, Gandhinagar and the license will be issued after proper verification and decision of the GIFT Facilitation Committee. This committee is the final authority regarding the interpretation of this order.

It was said in the notification that after getting approval from the committee, the Prohibition and Excise Superintendent will issue the license. Under this, permission will be given to serve liquor in the specified area. This license will be issued initially for one to five years and later it will be renewed for up to five years. The license will cost Rs 1 lakh annually and its security deposit will be Rs 2 lakh. The gazette order said the licensee can purchase liquor from any license in the state or outside the state as per the Gujarat Foreign Liquor (Import and Export) Rules, 1965 and the Bombay Foreign Liquor Rules, 1953. The permit holder will have to follow the provisions of the Gujarat Prohibition Act, 1949. A law banning the production, storage, sale and consumption of alcoholic beverages is in force in Gujarat. Under the law, there is a provision of seven to 10 years in jail for a person found dealing in liquor and death penalty for anyone selling liquor if someone dies after drinking liquor.
