A bill on a progressive scale of taxation of personal income was introduced into the State Duma

Chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov (LDPR) announced that a bill on a progressive scale of taxation of personal income has been submitted to the lower house.

“This is a strictly reasoned and long-awaited step that can not only increase tax revenues to the federal treasury, but also mitigate the problem of social inequality (reducing the tax rate to zero for people with low incomes) plus increase the incomes of low- and medium-income categories of citizens,” – wrote MP on Telegram.

According to the text of the document, it is envisaged to introduce tax rates from 0 to 35%. If an individual’s income for the tax period is less than RUB 360,000, then a 0% rate is offered. If the amount of income is from 360,000 to 5 million rubles. – 13% will be charged.

About 15% and a rate of 603,200 rubles. will be charged from amounts exceeding 5 million and reaching 10 million rubles. 25% and 1.3532 million of the amount are offered in case of income from 10 to 50 million rubles. In the case where the income is more than 100 million rubles, a rate of 26.3532 million rubles is assumed. and 35% of the amount.

Since 2021, a progressive personal income tax scale has been in force in Russia: income tax for individuals with incomes of more than 5 million rubles. is 15%, for other Russians the rate remained at the same level of 13%. Prior to this, the country had a single 13% personal income tax rate for 20 years. A similar tax has been introduced on income from deposits or investments worth more than 1 million rubles.

As stated in the Ministry of Finance of the Russian Federation, the government does not plan to increase the rates of personal income tax, income tax and value added tax (VAT) in the next three years.
