In September, oil companies will not receive 145 billion rubles. payments for fuel damper for shipments of motor gasoline and diesel fuel to the domestic market, reported the Petromarket research group. For motor gasoline, the amount of unpaid damper will be about 60 billion rubles, for diesel fuel – 85 billion rubles.

According to Petromarket data cited by TASS, last month fuel supplies to the domestic market were noticeably less profitable than export supplies. On average in Russia, the domestic market discount relative to refinery export netbacks amounted to RUB 26,984. per ton for AI-92, 27,358 rubles. per ton – for AI-95, 26,738 rubles. per ton – for diesel fuel.

In absolute terms, according to analysts’ calculations, the lost income of oil companies from the supply of motor fuels to the domestic market amounted to about 85 billion rubles. for motor gasoline and 120 billion rubles. – for diesel fuel.

On September 21, the Russian government, after a long period of rising prices for petroleum products in wholesale and a subsequent increase in prices in retail banned export gasoline and diesel fuel. An exception is exports to the EAEU countries according to indicative balances or protocols, according to intergovernmental agreements. Also, since September, budget payments to refineries have been halved by adding a coefficient of 0.5 to the damper formula.

Further options for stabilizing wholesale prices for petroleum products include increasing the introduced reduction factor from 0.5 to 0.8–1. Due to this, it is planned to increase compensation for oil workers. According to one of Kommersant’s interlocutors, the new damper is planned to be launched in November.
