Fast payments loaded to legal entities – Kommersant FM

From April 1, legal entities will be able to make payments among themselves using the Faster Payment System. As the Central Bank said, transactions will be carried out using a QR code 24/7. The money will be credited to the recipient almost instantly. At the same time, banks will set the amount of commissions for companies and individual entrepreneurs independently.

How popular will the service be? “Kommersant FM” discussed this with the head of the blockchain and fintech laboratory of the Skolkovo School of Management, Egor Krivosheya: “It seems to me that the main advantage here is the ability to use different current accounts in different banks and, accordingly, transfer money either free of charge or with sufficient low commission on a simple identifier from one account to another.

Today, transfer can be quite expensive for some, for example small and medium-sized companies, because this is usually the commission income for banks on which they make money. A fast payment system can allow you to carry out a transaction, for example, from one of your accounts to another, making it cheaper or more convenient, if we are talking about the case when you do not need to enter all the details that can be mistaken.

So, I think there are two main effects here: savings on transfers to yourself and convenience when transferring to other legal entities.”

As the Central Bank clarified, it will not be possible to make payments on instructions through the SBP, and the service will also be unavailable to those entrepreneurs who only have a deposit account with the bank. In general, the scheme will most likely be the same as payments between individuals, noted Viktor Dostov, Chairman of the Council of the Electronic Money Association:

“The system of fast payments between “physicists” has proven itself very well. There are, of course, problems with fraud, but they are mostly external, usually social engineering. Therefore, my opinion is that the system of transfers between legal entities will work quite reliably.

I don’t see any particular additional risks, except that potentially the volume of transactions here could be larger. But the risk management systems are set up, and everything will be monitored correctly.”

Testing of the Fast Payment System for legal entities began in December 2021. In particular, VTB, Tochka Bank and Delobank took part in it. The introduction of services for business on a nationwide scale will not take much time, says Elena Dybova, vice-president of the Russian Chamber of Commerce and Industry: “The fast payment system is, first of all, interesting for small and micro businesses. If we consider that out of 6 million legal entities, almost 86% are micro-businesses, it turns out that almost the entire sector will receive a quick, optimal tool. It should earn money much faster than for individuals, because this means savings on acquiring.”

In 2023, the volume of transactions through SBP amounted to 31 trillion rubles, which is twice the figure for 2022. At the same time, the number of operations themselves reached 7 billion.
