The Ministry, which preferred the 21b bargaining method instead of the “open” method regulated by the Public Procurement Law as the main procedure, collected the tender without making an announcement, that is, without announcing it to anyone.

6 bids were submitted for the tender, with an approximate cost of 486 million 300 thousand TL. Özcoşkun Yapı, to which the Ministry of Environment and Urbanization specifically invited the tender, awarded 485 million 990 619 TL to Maki İnşaat Joint Venture. In the tender, where there is no competitive environment due to the “special invitation”, higher rates are expected due to the competition of more companies in the open method. discount While it was possible to make a discount, not even a 1% discount was realized.

When the records about the business partnership that won the tender are examined, the first thing that draws attention is that both companies are at the same address and are owned by the same people. The owners of both companies are registered as Mehmet and Mahmut Özcoşkun and others.
