The Ministry of Energy developed the Concept of Energy Security

The Ministry of Energy prepared the Concept of ensuring energy security, which the head of the department Herman Galushchenko presented at the meeting of the working group on energy security.

Representatives of international diplomatic missions in Ukraine also took part in the second meeting of the working group “Presidential Peace Formula: Energy Security”.
Galushchenko noted that after Russia’s overt manipulations on European gas markets, the whole world understood the importance of ensuring the security of energy supply and preventing the use of energy as a weapon.
After that, a number of countries began to take tough measures against the monopolist, such as the transfer of Russian-run gas storage facilities and the introduction of price caps and the creation of international platforms to coordinate joint actions against the blackmailer.
“But our key goal should be not only the removal of Russia from the market, but also the prevention of its return to it,” the minister emphasized.
The Minister offered the working group participants to consider the project of the Energy Security Concept prepared by the Ukrainian side and to work together on mechanisms that will prevent the use of energy as a weapon in the future.
The proposals developed by Ukraine envisage a comprehensive response of the civilized world to energy security challenges – both at the level of individual countries and at the global level.
Ukraine needs:
- creation of a protective “shield” for energy facilities through air defense systems and equipment;
- supply and stockpiling of equipment in Europe for the restoration of energy infrastructure;
- international supervision of energy facilities and mutual protection, in particular, taking into account safety zones around nuclear facilities;
- investing in decentralized energy systems;
- study of alternative ways of supplying fossil fuels;
- expansion of connection capacities to facilitate the exchange of electricity.
At the global level, it is necessary to prohibit politically motivated exploitation of energy resources. To do this, develop documents within the framework of international law, update the statutes of international organizations, strengthen the powers of the International Energy Agency (IEA), and diversify the sources of energy imports.
According to the Ministry of Energy, the implementation of these complex measures should contribute to increasing the reliability of energy supply, strengthening the stability of energy infrastructure, diversification of energy trade and sources, and global cooperation to prevent energy manipulation of the Russian Federation.
