Union calculates how state network teachers will be paid in 2023. See the values

As servants of Education in Rio awaiting the release of the salary table for 2023 by the State Department of Education, the values ​​have already been calculated by the State Union of Education Professionals (Sepe). This year, according to the organization, there will be a linear correction of 5.9% — referring only to salary losses from December 2021 to November 2022, as officialized by the governor. This percentage will already affect the January payroll, paid in February.

Sought by the column, the State Department of Education did not want to give a position on the salary table prepared by Sepe, based on information from the government itself.

According to calculations by Sepe, the maturity of teaching professor II for hiring 40 hours must go up from BRL 2,125.68 to BRL 2,251.09, well below the new national level for teachers, recently set at R$ 4,420.36 by the Ministry of Education. Meanwhile, the highest salary in the table, for professor I in a 40-hour regime at the last level of the career, should go from R$ 6,578.86 to R$ 6,967.02. The same correction percentage will be applied to all categories and all levels of the Education position plan.

According to the text sanctioned by Governor Cláudio Castro, the correction should focus only on the basic salaries of civil servants.

The director of Sepe, Flavio Lopes, responsible for preparing the table on the side, explains how the account was made. Salary amounts for all ranges were taken from the January 2022 Remuneration Handbook, prepared by the Undersecretariat for Personnel Management, on which the correction percentage is applied.

Scenarios were also included of how the remuneration of Education servants would be if there were a correction of the national floor and if the government, in addition to the 5.9%, applied the salary correction referring to the second installment of the accumulated losses between 2017 and 2021 (which was scheduled for 2023, but was set aside).

Still far below ideal, says Sepe

When calculating the salary values ​​for 2023 on all categories of state education, the director of Sepe built two scenarios, with the application of past salary losses (not fully paid) and if the government of Rio was paying the national minimum for teachers . The finding was “worrying”, in his assessment: the State should apply a readjustment of almost 100% on salaries for 2023 to reach the national minimum.

According to Lopes’ calculations, there should be a correction of 96.36% for Rio to pay the floor. Even with the incidence of the second installment of past losses (from 2017 to 2021) — which he estimates to be 5.62% — on the salary already corrected by the 5.9% inflation of 2022, the correction would still be 85.91% suboptimal.
