In addition, the applicant; If they are convicts or detainees in prisons or detention centers, students living in student dormitories, people in care institutions such as orphanages, and soldiers with private/non-commissioned status performing their compulsory military service, these people are excluded from the scope of the program since their applications cannot be evaluated within the framework of the household approach.
