To meet the growing needs of Greater Lyon residents, the metropolis of Lyon has decided to grant 150 new parking authorizations (ADS), known as “Thévenoud licenses”, from January 2025. That is to say “around 10% increase (1,400 currently),” specifies Greater Lyon, which has no shortage of arguments. “The increase in population, the tourism dynamic and the development of medical races which will fuel demand. »

To define the number of new licenses allocated, the metropolis commissioned a study from 6t, a specialized research office. Problem is, several taxi organizations, including the National Federation of Independent Taxis, which hold a majority of existing licenses, are opposed to the project, affirming that their current number is sufficient.

Within the profession, opinions differ depending on the status: either you are the holder of a license, like several companies, or a simple tenant-manager. The latter are more than in favor of granting new ADSs which are now free, even if they are only valid for 5 years, renewable and non-transferable. In the world of Lyon taxis, this would be a small revolution, an unprecedented decision since 1995 in the ZUPC, the area which brings together 26 municipalities and the airport.

The LST union (Lutte syndicale des taxis) is one of the rare organizations favorable to this change. He denounces speculation on licenses whose purchase value has jumped (180,000 euros on average) and the price of rent (1,900 euros on average). “The profession was a social elevator, it has become a placement,” regret Yacine Grici and Saïd Djili. For them, the allocation of new licenses will make it possible to meet the expectations of customers who are not always served.
