Extremadura approves a new decree to help the self-employed worth 50 million euros

The Governing Council of the Government of Extremadura has given the green light to a new decree to promote and consolidate self-employment worth 50 million euros, with which the aim is to establish new 6,000 self-employed workersan order that will be published on the Transparency and Citizen Participation Portal.

This was explained at a press conference this Tuesday by the Minister of Economy, Employment and Digital Transformation, Guillermo Santamaría, who appeared after the ordinary meeting of the Government Council.

Santamaría has highlighted the budget for this aid -50 million euros- that almost doubles that of the previous call -of 28.4 million euros- and has indicated as the main objectives of the decree “to promote, maintain and consolidate self-employment”, in addition to “giving a very important boost to the group of self-employed workers in Extremadura with very powerful and innovative measures.”

In short, he said, the aim is to “foster entrepreneurial initiative, maintain and consolidate existing self-employment.”

The call will have a duration of one year from its publication in the Official Gazette of Extremadurahe explained, and will have retroactive effects from the end of the period of the previous call, which concluded on February 15 of this year.

Regarding the breakdown of the help lines contained in the decree, five programs have been established: aid for the establishment of unemployed people as self-employed workers; aid to self-employed people that promote the employment of a contributing family member; zero rate for new self-employed workers; aid to employed people who are employed workers and who start an activity as self-employed; and aid to beneficiaries of program I for maintaining the activity for an additional period of 12 months (instead of the 24 months initially committed).

The counselor has also explained that the draft decree has the approval of the self-employed workers’ organizations (ATA, OPAEX, CEAT) with whom various work meetings have been held.

In relation to these programs, the counselor has detailed the main new features that they incorporate, among which he has highlighted – in the case of program I– initial help 9,000 euros for unemployed women and disabled men who are unemployed.

Also in this first program an initial aid of 7,500 euros for young people under 30 years old, men over 45 years old, long-term unemployed men and people whose activity is carried out in municipalities with less than 5,000 inhabitants. In this last case, if the beneficiary is part of a priority group, he/she will have an additional aid of 1,000 euros.

The initial help will be 6,000 euros for the rest of the groupsalthough more help will be added 1,500 euros for self-employed people who acquire a business through generational change.

Another of the developments to which the head of Economy has drawn attention, this case in the program IIIis the zero rate for new self-employed workers, a measure that was already provided for in the 2024 Budget Law.

This is a subsidy 1,920 euros (Social Security costs for a period of two years) to unemployed women who have joined the RETA or alternative mutual insurance within a period of one year from the birth or adoption of a son or daughter, and also to unemployed people under 36 years of age who establish themselves as self-employed.

The subsidy will be 960 euros (one year of Social Security costs) for people who have joined the RETA or alternative mutual society.

Lastly, with regard to program Va novelty is added aid of 2,500 euros if the self-employed worker agrees to maintain his activity for 36 monthsthat is, 12 additional months to the 24 that are required of the beneficiaries of program I.

On the other hand, the counselor has emphasized that the range of aid that the beneficiaries will be able to receive, adding the different lines, will be between 6,000 and 15,920 euroswhen until now it was between 5,000 and 10,000 euros.

New decree on modernization for self-employed workers

On the other hand, Guillermo Santamaría has also reported another decree, endowed with three million euroswhich your department is developing and which aims to finance investments made by self-employed workers and micro-SMEs (up to 3 workers) in modernizing their businesses.

The counselor has estimated that a total of 454 companieswith “an important sectoral impact”: 75 percent of them from the industrial sector, with some 340 companies benefiting, and 25 percent from the rest of the activity sectors.

The aid will finance investments in capital goods consisting of machinery and tools linked to the production process to promote the modernization of activities carried out by self-employed workers and micro-SMEs, as well as “equipment that has a marked technological and innovative component.” The maximum amount of the projected investment may not exceed 25,000 euros.
