Schools, town halls, administrations… Civil servant unions are calling on the 5.7 million public employees for a major day of mobilization this Tuesday, hoping to put pressure on the government to obtain salary increases, at a time when the executive announced 10 billion savings. “We are asking for general increases and (…) especially real negotiations » salaries with the executive, summarized Monday on RTL the secretary general of the CFDT Marylise Léon.

In a joint press release, eight unions warn of a “salary emergency” and deplore “the absence of any prospect of general measures to increase remuneration in the public service in a context of still sustained inflation”. “We’re on the bone. (…) It is not normal for the purchasing power of civil servants to erode to this point,” also lamented the general secretary of the CGT Sophie Binet on RMC and BFMTV.

More than a hundred rallies and demonstrations are planned across the country, according to Solidaires Civil Service. In Paris, the procession will set off at the start of the afternoon from around the Jardin du Luxembourg (6th arrondissement) and will head towards the ministerial district in the 7th arrondissement. Gatherings are also planned in the morning in front of many prefectures and sub-prefectures, such as in Nantes, Besançon or Cambrai. In several sectors, calls for strikes have been launched, although the unions however expect them to be less followed than during the demonstrations against the pension reform at the beginning of 2023, when 15% to 30% of strikers had been recorded according to the sectors.

National Education

After a call for mobilization on February 1, followed by 47% of teachers according to Snes-FSU and 20% according to the Ministry of Education, teachers are once again called to stop work this Tuesday. The unions are demanding salary increases “in a context of still sustained inflation” and more positions, saying they are very worried about the cut of 700 million euros for the ministry’s budget. The profession is also called upon to march against the government’s educational policy, and in particular the creation of “groups” in college, a controversial measure of the program of “shock of knowledge” put in place for the executive.

For the moment, the unions have not communicated forecasts of strikers, but more than 120 demonstrations are planned across France according to the Snes-FSU, which represents the second degree, while Sud Éducation Paris is planning a “strong strike ” in the capital. Parents of students have already been notified of the closure of their children’s classes or the implementation of reduced schedules. Gaëlle Martinez, the general delegate of Solidaires-FP, assured that the mobilization movement is “taking rather well” among teachers and professors. Furthermore, specialized territorial agents from nursery schools (Atsem) and after-school programs have also been called to mobilization, which is already having an impact on the opening of certain canteens.

Some unions are already calling for the movement to continue after March 19, such as Sud Éducation 93 which is planning a demonstration on Thursday at 12 p.m. in the direction of Matignon.

Health

The five main hospital public service unions also called on staff to mobilize this Tuesday. In a joint press release, the CGT, FO, the CFDT, Sud Solidaires and the Unsa accuse the government of seeking to “evade the urgency of the revaluation of salaries”, calling for an “increase in the index point”. “We refuse to endure another blank year without a salary increase or compensation for inflation,” they write.

Liberal nurses are also invited to join the protest: the Sniil union and the collective of Angry Liberal Nurses are mobilizing to demand the opening of negotiations “urgently in order to find an agreement with the CNAM (the National Fund for health insurance) to compensate for the impact of inflation by revaluing the key letters”, that is to say codes which designate medical procedures carried out by nurses. In joint statementthey call more broadly to “recognize and promote this profession in great suffering”.

Town halls and museums

Several other administrations are affected by the call for strike, even if no figures have yet been communicated. “There will be a lot of strikers” in public services, assured CGT number 1 Sophie Binet. Places open to the public, including town halls, could therefore see their functioning disrupted, particularly in making appointments.

The CGT also called for the mobilization of civil servants from the Ministry of Culture, who work “in offices, workshops, museums, monuments, national establishments of higher education, estates, gardens, construction sites excavations”. In a statementshe believes that “creation, live entertainment, heritage and staff (have been) sacrificed” and also refuses to “suffer a blank year in terms of salaries”.

In all of these sectors, the rate of strikers will be closely scrutinized: the scale of the mobilization will be one of the issues of the day, four months before the Olympic and Paralympic Games during which the CGT and FO say consider filing strike notices.
